A Mayor's Viewpoint on River Management
Based on a speech given by Al Duerr The City of Calgary has started on several noteworthy projects that will have a positive effect on the Bow River water quality. Over $100 million has been spent at the Bonnybrook Wastewater Treatment Plant to install ultra-violet (U.V.) disinfection systems. Ultra-violet treatment neutralizes bacteria without the need for chemical additives. The resulting reduction in chemicals needed to treat wastewater will hopefully have a positive impact on the river. By 1996, all of Calgary's effluent will be disinfected with U.V. light. This state of the art technology has met tough new environmental standards. Other money has been set aside for similar improvements at the Banff, Canmore, Cochrane and Fish Creek Wastewater Treatment Plants. The City is monitoring stormwater (street run-off) retention ponds to identify pollutants. The City has approved an education campaign to ensure that only stormwater goes down the stormwater drains. Private citizens have to realize that whatever washes off the streets will end up in the river. The City is monitoring sources of industrial contaminants. Control of industrial effluent (liquid wastes) is being handled through automatic monitoring systems, fees, fines and tax incentives for pretreatment. Enforcement and monitoring are aimed at stopping secret and illegal midnight dumping. Surrounding municipalities have to share our common concern for the river when they seek to attract new industries. Standards cannot be dropped just to outbid Calgary. The annual River Clean-Up sees many citizens pulling tons of waste out of the river. On the downside, it is sad that this has to be done every year. It is a good exercise and, hopefully, someday it won't be needed. This City Council is committed to protect and enhance the river that God gave us.
